Luke 2:8–11

And there were shepherds living out in the fields nearby, keeping watch over their flocks at night. An angel of the Lord appeared to them, and the glory of the Lord shone around them, and they were terrified. But the angel said to them, β€œDo not be afraid. I bring you good news that will cause great joy for all the people. Today in the town of David a Savior has been born to you; he is the Messiah, the Lord.

If I were God's publicist, I'd suggest a new plan. Shouldn't he pick royal officials rather than dirty shepherds to break the news?

That's the point. At Christmas God hands down good news for all people, so he chooses to start with the least expected.

2000 years have passed... and God's still bringing good news undeserving listeners: to people like you.

A Savior has been born for you.
